Reference Library 

Welcome to the Capital Development Board's Reference Library. This is CDB's one-stop-shop for all forms, manuals and publications issued by the agency and used by our private sector partners to do business with CDB. 

We have made the forms available in Microsoft Word or Microsoft Excel format, which enables you to download, complete electronically and print (or in some cases electronically submit) the forms found in the reference library.

Our manuals are generally available in PDF format.

To download documents in the PDF format, use the most current version of Adobe Acrobat Reader. Visit Adobe’s website to download the most recent version of Adobe Acrobat Reader.

CDB’s forms and manuals are updated periodically. To ensure you are using the correct edition of a manual you need, refer to your CDB contract. Use the most current version of the forms as available here. Do not use the forms included in the older editions of the manuals. The Reference Library contains all documents currently recognized and used by CDB.

All of the documents found in the Reference Library are the property of the State of Illinois and the Capital Development Board and may not be modified. If you have questions or need help using these new forms you may view the CDB Reference Library Help for additional assistance.
