The EHS-CCP is a new competitive grant opportunity to support the partnering of Early Head Start programs with child care providers. The Governor’s Office of Early Childhood Development will keep this webpage updated with resources to help programs plan for the competition.
This Quality Rating and Improvement System provides a process for pursuing quality efforts that will help providers and improve developmental skills among the children they serve. ExceleRate Illinois also provides standards, guidelines, resources and supports to help create better quality outcomes.
Most importantly, the program helps accelerate excellence in early learning and development in the State of Illinois.

Awards of Excellence have been developed for early childhood programs which have achieved the Gold Circle of Quality in ExceleRate Illinois. These awards are based on what research says is required to help at-risk children be prepared for success in school and in life. Awards of Excellence recognize programs that demonstrate exemplary practice in Preschool Instruction, Infant-Toddler Care and Education, Family and Community Engagement, Inclusion of Children with Special Needs, Culturally and Linguistically Appropriate Practice.

As part of Governor Quinn's comprehensive plan to improve P-20 education in Illinois, he announced $45M in Illinois Jobs Now! capital funding at the Through a Child's Eyes child development center in Cicero. Through a Child's Eyes was a grant recipient along with over a dozen other early learning providers in high need communities throughout the state who will use their awards to improve facilities or expand services through new centers or additions.
