Community Support Advisory Councils

The Illinois Department of Corrections has actively engaged the community in the reentry process by developing Community Support Advisory Councils (CSACs) in the high-impact areas of the state where most parolees return. CSACs are community-based partnerships designed to work collaboratively with parole and other existing community resources to develop wraparound services for parolees, while assisting other groups with building community capacity to develop their own resources.

Each Community Support Advisory Council consists of a fifteen member body formed using the criteria determinded by the Illinois Department of Corrections; council members are volunteers and represent various sectors within the community.  Each CSAC employs staff to carry out the goals and objectives of the council.  Parole and individuals from within the community also actively participate in monthly meetings.

What is the purpose of CSAC?

  • The purpose of CSAC is to help offenders to become productive members of their communities and to lead crime-free, drug-free lives and, thus, keep them from re-offending
  • The establishment of the CSACs helps create a linkage to the community for the Illinois Department of Corrections.
  • The CSAC serves in an advisory capacity to the department.
  • CSACs serve as community organizers and advocates to bring together area partners to ensure a successful transition of offenders released from the correctional centers into the community.
  • The overall goal is to reduce crime, reduce recidivism and improve the quality of life in these communities.
