Renewals or Extensions that Exceed $249,999

Section 20-60(c) of the Procurement Code requires that the Chief Procurement Officer (CPO) file proposed extensions or renewals that exceed $249,999 with the Procurement Policy Board.  The Board may object to the proposed extension or renewal within 30 calendar days and require a hearing before the Board prior to entering into the extension or renewal.  To assist in determining if a hearing is necessary, the PPB has formulated a list of questions that will be put forward to test every extension or renewal that exceeds $249,999.  These questions are subject to change at any time - if there is a change, the PPB will notify the offices of the four CPOs and will also update the document below:

National Institute of Governmental Purchasing (NIGP) Training

The Procurement Policy Board is mandated by the Procurement Code to offer periodic National Institute of Governmental Purchasing (NIGP) training that is open to all State-employed procurement professionals.  The PPB distributes sign-up sheets through the offices of each of the four Chief Procurement Officers (CPOs).  Seating is limited and is first-come.

Universal Public Procurement Certification Council (UPPCC)

The mission of the Universal Public Procurement Certification Council (UPPCC) is to identify and continually advance the professional standards that demonstrate competency in the public procurement profession.

The Procurement Code mandates that, within 18 months of employment, State Purchasing Officers (SPOs) must be a Certified Professional Public Buyer or a Certified Public Purchasing Officer, pursuant to certifcation by the UPPCC.  While the PPB provides training to that end, it is the responsibility of the SPO to complete the application and testing process prescribed by the UPPCC.
