Project Scope 

 

Background

In February 2006 the state introduced a vision for a reorganization of services provided for state government. Rather than consolidating services into a single agency or department, the state would create several new service centers, which would support common service needs among agencies with similar policy missions. This model fosters sharing of responsibilities, resources, information and ideas to enable dramatic service improvement.

The Governor’s Office of Management and Budget (GOMB) formed a working group to assess potential opportunities and challenges, and develop a framework upon which a shared services model could be built. During the course of several months, the working group identified at least four major service areas that could be improved by transitioning from the current agency-centric structure to a shared services environment:

  • Administrative Services
    Fiscal and human resources and related services.
  • Grants Management
    Application, monitoring and reporting processes for receiving and disbursing grants.
  • Customer Service
    Establishing a cross-agency customer relations portal for all consumers of the state’s public services.
  • Expanded Business Portals
    Enhancing the business portal for all services related to doing business in Illinois, to improve functionality for licensing, registered names and tax issues.

Following internal review and discussion by various stakeholders, GOMB and a steering committee composed of leadership from 11 state agencies, formed the Shared Services Program, which would focus initially on improving administrative services, including fiscal and human resources (HR) processes.

Scope of Processes

Since embarking on this project, the Project Management – in consultation with various stakeholders and subject matter experts – has continually analyzed the scope of processes to be affected with the implementation of the Shared Services Program. The scope of processes was further focused during the course of the “Phase II – Design” Process Design Sessions (see Current Efforts page for more information). To date, the following processes have been identified to be transitioned from the agencies to the Shared Services Centers:

Scope of Agencies

The vision for the future Shared Services environment is to create a distinct Shared Services Center for each major “policy area” of state government and to transition specific fiscal/HR functions from each agency to the five SSCs . For initial roll-out, the Shared Services Program plans to reorganize the fiscal and HR offices of each of the following 24 state agencies. This list is subject to amendment and reorganization as the design and planning efforts continue.
