The primary objectives of the Shared Services Program are:
- Increase the quality and consistency of fiscal and HR-related information for better decision-making and improved management of state operations.
- Increase the overall efficiency of the delivery of these administrative support services.
- Promote cross-training and implement a more effective knowledge transfer among fiscal and HR personnel.

Essential Elements
To accomplish these goals, the Shared Services Program is founded upon three essential elements: improved processes, better technologies and new service centers. (Please click on each arrow in the diagram below for further information.)

Future Shared Services Organization & Operations
The critical element that differentiates the Shared Services Program from other reorganizations is the creation of Shared Services Centers. These centers are distinguished by the following organizational and operational characteristics:
- Each Shared Services Center will function as a unique business unit outside of the typical agency reporting hierarchy. Each Shared Services Center is or will be housed as a division within a designated agency that will act as the employing authority.
- Each Shared Services Center will be managed by a dedicated center director and staffed by specialized administrative employees, who are each accountable to agency directors.
- Each Shared Services Center will provide specifically designated fiscal and HR services to each of the agencies in its assigned group. For example, the Public Safety Shared Services Center will provide services to designated public safety agencies, while the Healthcare Shared Services Center will provide these services to designated healthcare agencies.
- The host agency for the Shared Services Centers will have a separate budget to fund the operational costs of the Shared Services Centers, based on contributions from the agencies the Shared Services Centers serve.
- The Shared Services Center will provide direct fiscal and HR services to agency divisions or bureaus that perform services related to the agency’s core public service mission. The Shared Services Center will also provide fiscal and HR support services to fiscal and HR liaisons at each agency, who will be responsible for making decisions related to agency-specific fiscal and HR matters.

Benefits of the Shared Service Center Operating Model
With the creation of the Shared Services Centers, the Shared Services Program will provide the benefits of the current de-centralized system and a “traditional” centralized consolidation, without their respective drawbacks.
