BCCS Data Services Site-to-Site Virtual Private Network (VPN)

Site-to-Site VPNs are Internet Protocol Security (IPSec) tunnels created from remote local area networks (LANs) to the Illinois Century Network (ICN) in order to accommodate connectivity to State agency LANs. Connecting customer agencies use third-party service providers for access to the Internet from the customer agencies' remote LANs to provide transport through the VPN to the ICN via the Internet.

What is Included?
- The Bureau of Communication and Computer Services (BCCS) provides redundant, centralized VPN concentrators to facilitate IPSec VPN tunnels with remote networks through the Internet.
- Each third party service provider is responsible for the procurement and maintenance of the connection, between a customer agency and the customer agency's Internet Service Provider, accessing the Internet up to the remote network's end of the Site-to-Site VPN tunnel.
- The third party will also be responsible for the procurement, installation, and support of any VPN equipment required at the customer's location necessary to enable customer agency connectivity up to its remote network's end of the Site-to-Site VPN tunnel to support secure Site-to-Site VPN communications via the Internet with BCCS.
- For VPN authentication, BCCS uses "pre-shared keys".

- VPN services provided through BCCS are coordinated between third party service providers and State agencies
- All requests for this service should come from the respective sponsoring State agency with whom the third party service provider is seeking to establish communications

- Ensuring that Site-to-Site VPN services are not used for personal or other matters that do not pertain to official business needs
- Reporting significant changes in business operations that may influence Site-to-Site VPN services
- Reporting changes in service performance in a timely manner to allow for accurate and speedy diagnostics.
- In order to expedite requests, please be prepared to provide detailed information on what resources are required to be accessed, including IP addresses as well as technical contacts that network services staff can work with in establishing and supporting the service

All data communication problems should be reported through the CMC. Please have your VPN Circuit ID # when you call. Troubleshooting is performed using sophisticated diagnostic equipment. This allows technicians to quickly isolate the problem for repair. CMC staff will monitor and track the problem until it is resolved.
