The Illinois Department of Central Management Services’ (CMS) Bureau of Communication and Computer Services (BCCS) makes two-way radio communication services available via the STARCOM21 master contract. STARCOM21 is a groundbreaking public/private partnership with Motorola Solutions envisioned and commissioned by the State to enable seamless, interoperable communications among State, local and federal government users. The network primarily focuses on the daily, two-way radio communication needs of its subscribers, enables enhanced response to disaster and emergency situations and allows the State to effectively address homeland security concerns.
The STARCOM21 network is owned and operated by Motorola Solutions and currently serves nearly 30,000 subscribers from various State, local and federal government and non-governmental entities (see current STARCOM21 Subscriber List [PDF, 15KB]). It is a statewide, 700/800 MHz, Project 25-compliant, digital, trunked voice radio network that is open to all public safety and public service agencies in Illinois. Non-State entities must work with Motorola Solutions directly to apply for network access.
STARCOM21 services are coordinated and administered for State entities (State agencies, boards, commissions, etc., not including the General Assembly) through an agreement between CMS and the Illinois State Police (ISP) Multi-Agency Communications Services Section (MACSS group).
STARCOM21 also figures prominently in the Statewide Communications Interoperability Plan (SCIP), which establishes a single statewide platform for all public safety agencies to share emergency information. Managed by the Illinois Emergency Management Agency (IEMA), SCIP was developed by a consortium of federal, state, and local public safety practitioners working through the Illinois Terrorism Task Force's (ITTF’s) Communications Committee and the Statewide Interoperability Executive Committee. Service Order Information
For State Agencies:
To become a STARCOM21 subscriber or to make changes to your existing service please contact Donald Buttitta, STARCOM21 System Administrator (217 524 3544, Donald_Buttitta@isp.state.il.us) to discuss your agency requirements. A BCCS Telecommunication Service Request (TSR) is not required for service initiation or change. Once the agency decides to move forward with their request a Motorola engineering study will be done to ensure the system has adequate capacity and that grade of service (GOS) will not be adversely affected. The State will review the results of the study and if acceptable will recommend approval to the STARCOM21 oversight committee. Upon approval the agency will work with Tom Bowen (MACSS group, 217-524-1056, Tommie_Bowen@isp.state.il.us ) to purchase equipment through the State of Illinois Master Contract. State agencies should not order equipment from the local Motorola service shops or vendors. To purchase monthly service or training services from Motorola the State agency must follow their agency's Procurement Business Case (PBC) and the Basic Ordering Agreement process. The agency is responsible for all fees and costs associated with monthly service (per radio) and training as well as maintenance after the initial manufacturer supplied warranty expires. The agency is also responsible for training its users. For Non-State Entities:
To become a STARCOM21 user or to make changes to your existing service you should contact Motorola representative Margaret Ponga(Margaret.Ponga@motorolasolutions.com 847-875-9218). Motorola will request information to ensure that the requesting entity meets the system requirements. An engineering study will then be done to ensure the system has adequate capacity and that grade of service (GOS) will not be adversely affected. Motorola will provide the results of the study and a recommendation to the State for review. If acceptable by the State a recommendation will be made to the STARCOM21 oversight committee for approval. Once approval is received the non-State entity will order their equipment through Motorola or a compliant vendor. The non-State entity is responsible for all fees and costs associated with monthly service (per radio) and training as well as maintenance after the initial manufacturer supplied warranty expires. The non-State entity is also responsible for training its users. For procurement related inquiries regarding service and equipment please contact Margaret Ponga.
Equipment:
The State's STARCOM21 master contract CMS3618850 provides access to Motorola's entire STARCOM21 infrastructure product offering. STARCOM21 master contracts CMS264357A and CMS264357B are available to provide a full range of public safety subscriber radio solution options to the State and non-State entities.
