Executive Director - Capital Development Board
Jim Underwood began a career in construction in 1976 as a carpenter helper and concrete laborer. In 1978 he entered an apprenticeship with International Brotherhood of Electrical Workers (IBEW) Local 146 in Decatur, IL and worked as a journeyman electrician until 1994. He served five years in the Local 146 business office as Assistant Business Manager and Organizer from 1994 – 2000 and earned a B.A. in Labor Studies from Antioch University through the AFL-CIO’s George Meany Center for Labor Studies.
From 2001 – 2003, Jim worked for the IL Secretary of State as Division Chief of the Construction & Maintenance Department at the State Capitol Complex in Springfield. He transferred to the Department of Corrections in 2003 and in September of 2008 moved over to the Capital Development Board as Deputy Director of Construction. Jim was named the Capital Development Board’s Executive Director in March of 2011.
