Letter from Director Weems

Thank you for visiting the Illinois Department of Central Management Services website. We hope this site reflects our commitment to providing easy to use and complete information about our services for agencies of Illinois government, their employees and the public.
The three words at the top of this page define our commitment and vision for CMS – Accountability, Efficiency, Service. In our broad range of programs and services, we strive to provide professional management support to state agencies and transparent, accessible information and services to businesses, local governments and the public.
Our mission and commitment is to ensure accountable and efficient government and enable effective public service at the lowest possible cost. One of my most important goals is to make sure that we get the kind of feedback from our client agencies and members of the public that tells us how we are performing, and how we can improve.
During my first 100 days as Director of CMS, we have made some important strides toward these goals. We are expanding our outreach to minority and diverse businesses through the Business Enterprise Program (BEP), and we are launching a new mobile testing facility to help more minorities and underserved people gain access to job opportunities with the state. We are instituting an electronic pay stub system that will save the state approximately $1.5 million, and more efficient use of state-managed facilities will save an estimate $6 million, while helping to reduce our environmental footprint.
We have much to do to make Illinois government more efficient and accountable than ever. Let us know how we’re doing. We’ll listen.
About Director Weems
Confirmed as director in April 2012, Malcolm E. Weems brings more than a decade of experience in government and public service to the Illinois Department of Central Management Services (CMS). Weems began his career in public administration in 2000 as a finance manager for the Chicago Park District, after receiving his BA from St. Ambrose University in 1995. He joined CMS in 2005 as a strategic sourcing manager, before becoming chief operating officer of procurement, overseeing the Bureau of Strategic Sourcing and supervising the State’s procurement portfolio managers.
Weems’ specialization in fiscal oversight and operations management led him to serve first as associate director, then most recently as chief of staff of the Governor’s Office of Management and Budget (GOMB). In his role as director at CMS, he will continue advancing CMS’s core mission of helping state agencies serve the people of Illinois efficiently and cost-effectively. Weems also proudly serves as a member of the Governor’s Anti-Violence Commission.
