The State of Illinois provides insurance coverage through four separate benefit programs. Coverage is available for program members, including COBRA participants, as well as their dependents. Coverage for members and dependents is based upon meeting program eligibility requirements (see the appropriate Benefits Handbook for requirements).


This program provides insurance benefits (health, dental and life) for current and certain former elected state officials and the employees under their jurisdiction, employees of state agencies, boards, commissions and universities who work at least a 50% work schedule, as well as retirees and annuitants of these entities. Additional optional programs include the Medical Care Assistance Plan (MCAP), the Dependent Care Assistance Plan (DCAP), the Commuter Savings Program (CSP), et. al.
This program provides insurance benefits for annuitants receiving a monthly benefit or annuity from the State Universities Retirement System (SURS) who prior to retiring, were an employee of an Illinois community college.
This program provides insurance benefits for annuitants receiving a monthly benefit or annuity from the Teachers’ Retirement System (TRS) who prior to retiring, were an employee of an Illinois school district.
This program provides insurance benefits for local government units, such as cities, towns, villages and townships; entities that have the ability to tax or receive monies from the State of Illinois, such as park districts, housing authorities, water districts, schools; and entities allowed by statute, such as rehabilitation facilities, domestic violence shelters and child advocacy centers.
