Commuter Savings Program (CSP)

The Commuter Savings Program (CSP) is an optional benefit that gives eligible employees the opportunity to use tax-free dollars to pay out-of-pocket, work-related commuting and/or parking expenses. This benefit allows employees to lower their taxable income and increase disposable income. There is no specific enrollment period; State employees may enroll, cancel or change deductions at any time.

Deferred Compensation Program

The State of Illinois Employees' Deferred Compensation Plan is a supplemental tax-deferred retirement plan for state employees. In 2013, employees can defer up to $17,500 and employees over age 50 can defer $23,000. The deferrals, together with any earnings, accumulate tax-deferred until the employee terminates service, dies, or incurs unforeseeable financial hardship. Once distributions begin, the distributed monies are fully taxable as ordinary income for federal tax purposes. The funds are never taxed by the State of Illinois.

Flexible Spending Accounts (FSA) Program

The State of Illinois provides you with IRS tax-favored Flexible Spending Accounts (FSA) to stretch your medical expense and dependent care dollars. The Medical Care Assistance Plan (MCAP) allows members to pay eligible out-of-pocket medical, dental, prescription and vision expenses incurred during the plan year with tax-free dollars. The Dependent Care Assistance Plan (DCAP) allows members to pay eligible child and/or adult day care expenses incurred during the plan year with tax-free dollars.
