NEW IPG Training Classes for Vendors

The Chief Procurement Office remains strongly committed to making state procurement easier for vendors.  The IPG is a substantial effort at remaking how vendors bid on state contracts.  The IPG minimizes the amount of paperwork that vendors must provide with each bid, standardizes the State's review of vendor disclosures, and provides the public with more transparency.  Visit the IPG here: https://ipg.vendorreg.com.

To assist vendors navigate the IPG, both webinars and on-site training are offered.  Attendance in a session is highly encouraged.  Each session covers the same material; you may attend as many sessions as you like.

  • Board of Elections registration number (if you don’t have one, then we’ll help you acquire one during the session)
  • Department of Human Rights Public Contract Number (if applicable)
  • Latest year Federal and State income tax return page showing total annual gross sales for your company and an Illinois address (if you are applying for the Small Business Set-Aside Program)


Procurement Legislation from the 98th General Assembly and Administrative Rules Update
(State personnel only)
Understanding how new laws affect (or will affect) the procurement of goods and services is critical for procurement staff to do their jobs effectively and lawfully.  In these sessions, the CPO-GS Office will explain and discuss changes to the CPO's administrative rules, as well as provide an update on changes made by the General Assembly to the Procurement Code and related statutes.  Seating is limited.  Registration required.

This in-person training is open to State personnel only:  State Purchasing Officers, Procurement Compliance Monitors, Agency Procurement Officers, agency purchasing staff.  There is no video conference or audio call-in.

Schedule and Agenda for Sole Source Hearings


In cases where there is only one economically feasible source for a particular item, a sole source contract may be awarded without a hearing unless an interested party submits a written request for a public hearing at which the chief procurement officer and purchasing agency present written justification for the procurement method.  Any interested party may present testimony.  A sole source contract where a hearing was requested by an interested party may be awarded after the hearing is conducted with the approval of the chief procurement officer.  30 ILCS 500/20-25.
