What Vendors need to Know When Communicating with State Agencies
This session is for vendors that do, or seek to do, business with State Agencies under the authority of the Chief Procurement Office for General Services.  Vendors will learn how to communicate with State Agencies to avoid becoming a prohibited bidder or offeror.  The training will also include guidance on when state agency personnel are required to report communications with vendors and prospective vendors.

This training is being offered in Chicago and Springfield.  It will be held on March 5, 2015, beginning at 1:00 PM in Room 2-025 of the James R. Thompson Center, 100 W. Randolph, Chicago, Illinois 60601.  It will also be held on March 17, 2015 at 2:00 PM in Room 349-C of the Stratton Building.

This training is estimated to last 60-75 minutes.  Seating is limited.  If you are unable to attend in person, you may participate by phone by calling 1.888.494.4032 and using access code 895 083 2216.  Registration required for participation in-person.

NEW IPG Training Classes for State Users

Are you in purchasing for your state agency or university?  Increasingly, vendors are registering in the IL Procurement Gateway (IPG) and submitting their IPG registration # and expiration date with their bids and offers.  No more submission of financial disclosures and certifications using paper documents.  Do you know what to do with this expiration date?  Do you know where to find financial disclosures in the IPG or check for potential conflicts?  No?  Then this webinar is for you!

This session is intended for end-users, APOs, and Purchasing Directors.  Topics cover basic navigation and content of the IPG, searching for vendors, and conducting a responsiveness review.

NEW IPG Training Classes for Vendors

The Chief Procurement Office remains strongly committed to making state procurement easier for vendors.  The IPG is a substantial effort at remaking how vendors bid on state contracts.  The IPG minimizes the amount of paperwork that vendors must provide with each bid, standardizes the State's review of vendor disclosures, and provides the public with more transparency.  Visit the IPG here:

To assist vendors navigate the IPG and complete their State of Illinois registration, webinars are offered two times each week.  Attendance in a session is highly encouraged.  Each session covers the same material; you may attend as many sessions as you like.


"Navigating the IL Procurement Gateway for Vendors"
webinar - This interactive webinar covers topics including moving around the system, obtaining a User Name and password, completing disclosure questions and certifications, and learning about other required state registrations.  The most common application mistakes are discussed.

Schedule and Agenda for Sole Source Hearings

In cases where there is only one economically feasible source for a particular item, a sole source contract may be awarded without a hearing unless an interested party submits a written request for a public hearing at which the chief procurement officer and purchasing agency present written justification for the procurement method.  Any interested party may present testimony.  A sole source contract where a hearing was requested by an interested party may be awarded after the hearing is conducted with the approval of the chief procurement officer.  30 ILCS 500/20-25.
