ILHIE Services, Steps to Connect 

ILHIE Connect - A Secure Electronic Patient Health Record Request and Retrieval Service

As the primary service of the Illinois Health Information Exchange (ILHIE); ILHIE Connect is a secure, aggregated, patient health record request and retrieval transport network. Before or at time of care, ILHIE Connect allows providers to request and receive encrypted, up-to-date patient medical information. At the request of a provider, in just moments the available health records are aggregated from multiple provider sources including primary care, hospitals, specialists and others, and returned to the requesting provider. Records can include patient diagnoses, medications, allergies, lab and image reports, discharge summaries and more. ILHIE Connect simplifies care management by filling in communication gaps in the continuum of care, keeping all members connected.

Follow the four steps below to begin connecting:

  1. Complete this ILHIE Technical Readiness Questionnaire to confirm that your EHR system meets the necessary requirements.
    • Complete the Questionnaire, and scan/email to Frank Kisner at frank.kisner@illinois.gov. Frank will contact you shortly thereafter to set up a consultation with the ILHIE IT Team.
  2. Review ILHIE Connect prices and choose a plan that meets the needs of your organization.

ILHIE Direct - A Web-Based Secure Messaging Solution

ILHIE Direct secure messaging works just like regular email, but is encrypted to allow the secure, electronic exchange of patient health information. ILHIE Direct is HIPAA compliant, and all that is needed is an Internet connection, a web browser and an ILHIE Direct address. ILHIE Direct enables the attachment of large files and high resolution image documents. ILHIE Direct can also be integrated into an EHR system (Integrated Direct), but an EHR system is not needed for ILHIE Direct usage.

Follow the four steps below, and you can have an active ILHIE Direct account in just days. 

  1. Review ILHIE Direct prices and decide on a plan that meets your organization's needs.
  2. Click here to sign up. You will submit a brief pre-registration form and then be forwarded an invoice and ILHIE Direct Agreement. Feel free to also browse that page for more information.
  3. When we receive your signed agreement we will forward you instructions to complete your registration and identity authentication. Payments must be made within 30 days of invoice date.
  4. After submitting your registration you will be emailed your account information in 1 - 2 business days. When logging in to your mailbox for the first time you will find instructions for adding additional mailboxes. 

Note: If you'd like to get a head start on filling out and signing the ILHIE Direct Agreement, you may access a copy of the agreement here, and follow the instructions below. If you choose to go this route, please complete this process before submitting your pre-registration so we know not to send you an additional agreement:

  • Please review the agreement, fill out your company’s legal name and appropriate information on pages 1,6, 8, and 17, and sign pages 8 and 17.
  • You may either: scan/email the agreement to Cory Verblen at cory.verblen@illinois.gov; fax it to 312-814-1468, or mail the entire contract to Cory's attention at: Illinois Health Information Exchange Authority; 100 W. Randolph, Suite 4-750; Chicago, IL 60601.

Integrated Direct - An EHR-Integrated Secure Messaging Solution

With Integrated Direct you can sign into your EHR and exchange data with anyone both within and outside your EHR system such as: physician practices, hospitals, health centers, other health care entities and patients. Use Integrated Direct to extend your communications network. Just sign into your EHR and send secure messages with attachments such as continuity of care, transfer of care, referrals and lab images.

Follow the three steps below to sign up for Integrated Direct. If you already have an ILHIE Direct account, simply review item 1 and then contact Frank Kisner to discuss integration:  
  1. View this Integrated Direct Technical Readiness Information to confirm that your EHR system meets the necessary requirements for ILHIE Direct integration.
  2. Review ILHIE Direct prices and decide on a plan that meets your organization's needs.
    • Fees are same per mailbox as ILHIE Direct. As every EHR system has its own unique characteristics, contact Frank Kisner at frank.kisner@illinois.gov or 312-814-1254 to schedule a consultation with our expert IT team to facilitate a seamless integration.
    • Integrated Direct requires an on-boarding fee, which will be determined upon consultation.
  3. Visit ILHIEDIRECT.net and click the link to sign up. All Integrated Direct users also have access to regular, web-based ILHIE Direct. After registering for your ILHIE Direct account you do not have to wait to receive your account information before initiating the Integrated Direct conversation with Frank Kisner.

Public Health Reporting for Eligible Hospitals

Streamline Your Reporting to the Illinois Department of Public Health (IDPH)

The Illinois Health Information Exchange’s (ILHIE’s) Public Health Reporting service allows hospitals to submit public health data through a single connection.

Conveniently, one connection facilitates reporting to three systems:

  • Syndromic Surveillance Reporting to BioSense
  • Electronic Laboratory Reporting to I-NEDSS
  • Immunization Registry Reporting to I-CARE

ILHIE has a Secure Connection to IDPH Systems

Hospitals without an existing connection to IDPH are required to submit public health data using the ILHIE to achieve meaningful use. Hospitals typically rely on time intensive, manual public health reporting processes for reporting meaningful use that can lead to data being incomplete and creating delays in submission. To help alleviate this, the ILHIE and IDPH have collaborated to streamline reporting by developing a central hub for submissions.

Public Health Reporting for Eligible Professionals

Streamline Your Reporting to the Illinois Department of Public Health (IDPH)

The Illinois Health Information Exchange’s (ILHIE’s) Public Health Reporting service allows Eligible Professionals (EPs) to submit public health data through a single connection.

Conveniently, one connection facilitates reporting to two systems:

  • Immunization Registry Reporting to I-CARE
  • Syndromic Surveillance Reporting to BioSense

Save Time and Money; Submit Your Public Health Data Through the ILHIE

ILHIE has a secure connection to IDPH systems. IDPH is ready to accept public health data from EPs participating in the EHR Incentive Program. EPs can save considerable time and potentially avoid high EHR vendor interface development costs by using ILHIE’s Public Health Reporting services. ILHIE Direct and Integrated Direct can be used as a transport mechanism for public health data for as little as $10 per month.

Public Health Direct - ILHIE Direct for Public Health Reporting

Meaningful use requires the electronic submission of Public Health data. The Illinois Department of Public Health (IDPH) has adopted a simplified process to enable the submission of immunization data to I-CARE that satisfies meaningful use criteria. Eligible Professionals (EP's) can now submit Immunization records to I-CARE by sending an ILHIE Direct message. (Note: this applies to Eligible Professionals only. For information on public health reporting for hospitals please click here)

Here are the five simple steps:

  1. Email ILHIE at hfs.phmu@illinois.gov to express your interest in public health reporting through ILHIE Direct.
  2. Register for an ILHIE Direct address by visiting http://ilhiedirect.net and clicking the link to sign up (if you already have an ILHIE Direct address you do not need an additional one for public health reporting).
  3. Register with I-CARE by visiting http://www.idph.state.il.us/health/vaccine/icarefs.html 
  4. Register your intent to submit public health data for meaningful use by visitng https://murs.illinois.gov/
  5. Send a test message using your ILHIE Direct address (do not send via regular email) to IDPH at immunization@phn.ilhiedirect.net
