- Welcome and Introductions
- Scope of Work Group activities – Possible problems or issues to be addressed:
- Illinois providers asked to send records out of state when Illinois residents seek treatment outside the state
- Illinois providers requesting records from outside Illinois when patients move to Illinois or are occasionally treated in Illinois
- Questions about which law applies – law of state in which patient resides? Law of requesting or receiving healthcare provider? Need to amend or adopt administrative rules to clarify?
- Would a common consent form be useful? Centralized national database of consents?
- Sufficient ability to provide records in emergency situations – need to amend? (Note information sharing for emergency preparedness, public health reporting and syndromic surveillance for early identification of flu outbreaks, etc.)
- Special issues for pharmacies?
- Special issues for hospitals and other providers with operations in more than one state?
- Issues that will arise from exchange of information at the federal level (NHIN, Direct, etc.)
