Mary Driscoll opened the call at 10:05 a.m.
The group reviewed and discussed the information that had been posted to the wiki. Steve Seweryn indicated that the federal (draft detailed use case) could serve as a framework and table of contents for the development of the subcommittee’s use case(s). Mary asked if there were unique frameworks for business and use cases. Mike Jones suggested the group consider different audiences with varying levels of understanding for public health involvement and data usage when developing their use cases. The group agreed to use the SHIN-NY HIE for Public Health Use Cases as their framework.
There was a discussion for how to proceed with the selection of use cases; whether to align with the Meaningful Use criteria or look at another important public health data use case, e.g., BMI, and whether to create use case templates or fully develop one use case at a time. Miriam Link-Mullison suggested the group pursue a tiered approach to use case development. The group agreed to begin use case development with immunizations and electronic laboratory reporting (ELR). It was noted that the group will need to distinguish between ELR and communicable disease reporting. The following tiered system was proposed:
- 1st Tier: Immunizations and ELR
- 2nd Tier: Other communicable disease reporting and quality reporting for public health
- 3rd Tier: These will be decided in the future.
It will be important to identify ways of piloting various use cases.
Mary indicated that Bill Trick had drafted a diagram depicting points of interoperability between public health and the HIE. Mary will distribute this diagram to the group to review for the next meeting.
Steve suggested the subcommittee begin with an outline, identifying the basis scope and stakeholders for the use cases, and then focus on identifying information flows. The subcommittee will continue to gather sample use cases from other states to add to the wiki. A suggestion was made to contact Nick Bonvino, a consultant with Medical Trading Area 3, who authored a CDC public health use case.
Krysta Heaney and Jessica Ledesma will be responsible for drafting an outline for the immunization and ELR use cases. This outline will be distributed to Mary, Steven, Mike, Miriam and Peter for review and revisions prior to being distributed to the full committee for the next meeting.
The following individuals were identified as content area experts for the Tier 1 use cases: Karen McMahon (I-CARE), Judy Kauerauf (I-NEDSS), and Craig Conover (Labs)
Mark Chudzinski announced an upcoming Office of the National Coordinator Webinar on population health. The invitation for the Webinar will be distributed to the full Public Health Work Group.
The next meeting was set for 10 - 11 a.m., Wednesday, August 25.
