Governor Quinn activated the Drought Response Task Force to monitor the conditions of the state’s water resources and coordinate the state’s response to drought impacts. By sharing information on this website, our aim is to help Illinois residents make smart choices in response to drought conditions. How does a county receive Secretarial disaster designation?

There are two methods by which a county meets United States Department of Agriculture’s (USDA) qualifications for Secretarial disaster designation:

  1. A county automatically qualifies if they are categorized as being in a “severe drought” according to the U.S. Drought Monitor for eight consecutive weeks during the growing season.
  2. Once the USDA Farm Service Agency (FSA) determines that a county demonstrates a 30% production loss of at least one crop countywide, FSA notifies the Illinois Department of Agriculture (IDOA). IDOA and the Governor’s Office work together and submit a letter to Secretary Vilsack to ask that the county be granted Secretarial disaster designation.

How does a county receive early release of Conservation Reserve Program (CRP) acreage prior to August 2 for grazing?

A producer who lives in a county that has not received this status should contact their county Farm Service Agency (FSA) office for assistance.

How does a county receive emergency release of Conservation Reserve Program (CRP) acreage after August 2 for haying and grazing?
