Health Insurance Marketplace Open Enrollment Period
The Open Enrollment Period for the Health Insurance Marketplace is open until February 15, 2015. More information is available at www.getcoveredillinois.gov.
Remember, Medicaid applications are accepted all year. However, if you end up being denied Medicaid, you will only be able to enroll in Marketplace coverage through a Special Enrollment Period if you submitted your application for coverage by February 15, 2015.

In-Person Counselor Program (IPC) Grant Program
The Department of Public Health released a request for applications for the In-Person Counselor Grant Program for 2014-2015 in July, 2014. Grant awards were announced on September 19, 2014. More information is available at the link below.

An important component of the Health Benefits Exchange planning process was the identification of the Essential Health Benefits (EHB) that will be included in all plans sold inside and outside of the exchange. The state of Illinois has recommended an EHB benchmark plan to the federal government and awaits approval from the Secretary of the Department of Health and Human Services.
On November 16, 2012 the state of Illinois submitted a Blueprint Application to the federal government. The Blueprint is meant to be an evolving, procedural document that details the workflow within and between agencies of state government related to implementation of the exchange during our partnership year. As the partnership progresses and the state of Illinois continues to work towards a state-based exchange, the document will be amended. The state also submitted a Declaration Letter as required by the federal government that is available here.
Illinois Health Benefits Exchange Law
On July 14, 2011, Governor Quinn signed Public Act 97-0142, the Illinois Health Benefits Exchange Law. This legislation, effective immediately, enables Illinois to establish its own health insurance exchange for individuals and businesses with 50 or fewer employees. Additional legislation to establish governance and financing structure of the Exchange in Illinois is currently being assessed in the Illinois General Assembly.
The Illinois Health Benefits Exchange Law also called for the creation of a 12-member Legislative Study Committee. This Committee was charged with issuing a report to the General Assembly and the Governor on the establishment of the Illinois Health Benefits Exchange. The final report was issued on October 18, 2011.
