Health Care Reform Implementation Council

Governor Pat Quinn signed Executive Order #10-12 on July 29th, 2010 to create the Illinois Health Care Reform Implementation Council. The Council will help the state implement the health care reforms contained in the federal Affordable Care Act (ACA).

Implementation of the ACA will improve the health of residents throughout Illinois by increasing access to health care, reducing treatment disparities, controlling costs, and improving the affordability, quality and effectiveness of health care.

After meeting with residents and stakeholders across the state, the Council made recommendations that will assist the state in: establishing a health insurance exchange and other consumer protection reforms; reforming Medicaid; assuring high quality care; identifying federal grants and other non-governmental funding sources; and fostering the widespread adoption of electronic medical records.

The council submitted its initial recommendations to Governor Quinn on January 31st, 2011 and submitted its initial report on March 1, 2011. Updated recommendations are also available.

Health Care Reform Implementation Council Members

The Health Care Reform Implementation Council is Chaired by Michael Gelder, Senior Health Policy Advisor to Governor Quinn. The Council is comprised of the Directors of the Department of Healthcare & Family Services, Department of Insurance, Department of Public Health, Department on Aging, Office of Health Information Technology, Central Management Services, Office of Management & Budget and Secretary of the Department of Human Services.
