The HITECH Act (Health Information Technology for Economic and Clinical Health Act) is part of the American Re-Investment and Recovery Act of 2009. Section 4210 of this act established an Electronic Health Record (EHR) Provider Incentive Payment (PIP) program, which allows Medicaid to pay an incentive to eligible professionals (EPs) and eligible hospitals (EHs) that adopt and meaningfully use certified electronic health record (EHR) technology. Federal administration of this program is being handled by the Centers for Medicare and Medicaid Services (CMS), an Agency of the Department of Health and Human Services.
The CMS Medicare and Medicaid EHR PIP program is voluntarily offered by individual states and territories, and can begin in 2011 once the state has a CMS approved infrastructure in place to manage the program. The program will continue until 2021. The last year a Medicaid provider may begin participation in the program is 2016.
