About IPA 

 

The IPA was established in 2007 by Public Act 95-0481.  The Act is codified as 20 ILCS/3855.  The Agency is an independent agency under the jurisdiction of the Executive Ethics Commission.  The Agency is managed by a Director who is appointed by the Executive Ethics Commission and subject to confirmation by the Illinois Senate.  The law also establishes two Bureaus within the Agency, the Planning and Procurement Bureau and the Resource Development Bureau.  While exempt for most of its transactions from the Illinois Procurement Code, strict ethics standards apply to the Agency’s procurement processes, practices and relationships with parties.  In addition, its Procurement Plans are subject to public comment and review and approval by the Illinois Commerce Commission.

The IPA’s operations are self-funded through bidder and supplier fees, as well as earnings from the Illinois Power Agency Trust Fund, established in accordance with 30 ILCS 105/6z-75.
