WELCOME to the Licensing section of the Illinois Racing Board website.
All participants in Illinois State horse racing are required to obtain an occupation license which expires December 31st of each year. An application shall not be considered unless the application form is filled out completely, all information requested by the Board supplied, fingerprint requirements met, and the appropriate non-refundable license fees paid.
License fees vary dependant on the license category. Individual license occupations, license types, and applicable fees are listed on the Racing Board occupation license application form.
Fingerprints are required for first time applicants, not previously licensed in Illinois and renewal applicants that have not been fingerprinted within the past 5 years. Fees are listed below.
Fingerprint Reciprocity is available to Owners, Trainers, Drivers, Jockeys and Racing Officials. Illinois participates in fingerprint reciprocity with several other race states. If you have been licensed and fingerprinted in another jurisdiction that participates in the Fingerprint Reciprocity Program, you need only submit a Fingerprint Certification form.
An applicant for an occupation license in all categories, except Owner, shall be a United States citizen, a permanent resident alien, or be the holder of a temporary or permanent work permit. All licenses are subject to approval by the Racing Board Stewards. Simply, print and complete your Owner Multi-Jurisdiction, or Racing Board license application, along with any additional paper work required. Include a check or money order made payable to the Illinois Racing Board.
