Proposed Rules 

There are two 45 day notice periods required in rulemaking.

The first notice period (public comment period) is reserved for interested persons.

Written comments should be submitted, until the end of the First
   Notice Period, to:
      Illinois Racing Board, Mickey Ezzo, Suite 7-701,
      100 West Randolph, Chicago, Illinois 60601, (312) 814-5017.

The second notice period is reserved for input from the Joint
   Committee on Administrative Rules (JCAR).

After the expiration of the second notice period, JCAR shall issue to
   the agency a letter of "no objection".

Finally, the agency shall file with the Secretary of State a certified
   copy of the adopted rule. Each adopted rule is effective upon
   filing with the Secretary of State's office.
