If students walk in the door of a community college, the odds should be that they’ll walk out with a career certificate or college degree. In Illinois, just one in five first-time, full-time students achieve that distinction after three years.

The recommendations follow Simon’s fact-finding tour of the state’s 48 community colleges. Simon serves as the Governor’s point person on education reform.
