SB 326 calls for the state to convene a workgroup to explore staffing standards, evidence-based rate methodology and provider assessments for costs related to implementation of task force recommendations. As required in SB 326, the workgroup will consist of members representing nursing home resident advocates, long term care providers, labor and employee-representation organizations, and appropriate state departments. The workgroup will be comprised of the representatives identified in SB 326 but meetings will be open to the public and others interested in this subject are welcome to attend this and subsequent meetings. The workgroup will need the consistent, dedicated attendance and participation from the required representatives to meet its November 1 deadline for a proposal to the General Assembly.

At this meeting, we will hear a presentation from Brant Fries, Ph.D,. regarding the opportunities available to Illinois to adopt a case mix driven reimbursement methodology utilizing the roll-out of Minimum Data Set 3.0 and subsequently, RUGs 4.0. Dr. Fries serves as a Professor in the Department of Health Management and Policy and Institute of Gerontology at the University of Michigan and also as the President of InterRAI, a 28 nation consortium of researchers who use resident assessment and case mix to improve long term care delivery systems. Dr. Fries is the primary developer of resident classification systems to measure nursing home case mix and the originator of the concept of Resource Utilization Groups (RUGs), a case-mix system for nursing home residents used for Medicare payments to all nursing homes and for Medicaid payments in at least half of the county. He is also the co-designer of the national Resident Assessment Instrument (RAI), including the Minimum Data Set (MDS), federally mandated for use in nursing home assessment processes.
