Improving Supplier Diversity within Illinois Public Utilities

Since 2013, the Illinois Commerce Commission (ICC) has had a legislative mandate to receive supplier diversity reports each year from Illinois’ five largest public utilities: Ameren Illinois, Commonwealth Edison, Illinois American Water, Nicor Gas and Peoples/North Shore Gas. In the time the initiative has been in place, the ICC has conducted an annual supplier diversity workshop and worked with the utilities to increase the details of reporting. The ICC has subsequently observed an increase in the companies’ efforts and spending with small business, minority, women and veteran-owned businesses. 

Specifically, through the ICC’s review of annual utility procurement spend reports filed in April of each year, the ICC has seen a solid commitment from regulated utilities to sustain and improve supplier diversity.

Utility spending with diverse suppliers increased by more than $1.4 billion from 2012 to 2016. In 2016, through efforts of the Rauner Administration, Illinois utilities spent $570,436,808 with minority owned businesses and a total of $2,053,476,453 with small business, women, veteran, and minority owned businesses combined.
