HCBS Waiver for Person who are Elderly

The Illinois Department of Healthcare and Family Services is accepting public input regarding the proposed amendment to the HCBS Waiver for Persons who are Elderly for a 30 day public comment period from March 7, 2018 through April 5, 2018. The amendment is necessary to provide for the statewide expansion of its mandatory managed care delivery system to all 102 counties. You can view the public notice HERE and the proposed waiver amendment may be downloaded and printed from the HFS website at https://www.illinois.gov/hfs/MedicalClients/HCBS/Pages/default.aspx or it may be requested by calling 217-557-0997. Statewide Transition Plan

In March 2015, the Illinois Department of Healthcare and Family Services (HFS) published a draft Statewide Transition Plan (STP) for the State's compliance with the Centers for Medicaid and Medicare Services (CMS) Home and Community-Based Services (HCBS) Rule 42 CFR 441.301(c)(iii).  This rule requires that all federally approved 1915(c) waiver settings meet new federal requirements defining home and community-based settings.

The Illinois Department of Healthcare and Family Services (HFS) in collaboration with the Illinois Departments on Aging (IDoA) and Human Services (DHS) and its Divisions of Developmental Disabilities (DDD) and Rehabilitative Services (DRS) have revised the Illinois Statewide Transition Plan in response to the Clarifications and/or Modifications required for Initial Approval (CMIA) correspondence from the Centers for Medicare and Medicaid Services (CMS).  This correspondence notified Illinois that public comment, input and summary requirements are met, but CMS has identified issues that must be resolved in the Statewide Transition Plan prior to initial approval.
