The Division of Assisted Living is responsible for all state licensure and survey processes for Assisted Living and Shared Housing establishments. Regulations were adopted in December of 2001 and IDPH began licensing establishments in July of 2002. The Office is located in the Springfield Central Office. The division is comprised of a Division Chief, Health Facilities Nurse Surveyors, and administrative support staff. Life Safety Code/physical plant surveys for these establishments are performed by the IDPH’s Design and Construction Section prior to licensure. All establishments are required to submit an annual renewal application with the applicable licensure fee.

IDPH licenses people in the State of Illinois to assure they are competent and keep current in the practice of Emergency Medical Services. IDPH protects the public from improperly prepared and used pesticides and from groundwater contamination around commercial pesticide storage sites and promotes the concept of integrated pest management in schools. Illinois has approximately 750 licensed structural pest control business locations as well as 60 registered non-commercial (not-for-hire, in-house pest control) locations that use restricted pesticides. IDPH licenses and routinely inspects each of these locations. It also certifies approximately 2,600 individuals by examination to use or oversee the application of general and restricted-use pesticides and investigates incidents of pesticide misuse.

In the private water and closed loop systems program, IDPH administers the licensing of water well and pump installation contractors and regulates the construction, modification and sealing of all water wells, with the exception of community water wells. In addition, the program administers the registration of closed loop well contractors and regulates the construction, modification, and sealing of all closed loop wells. This program is conducted through agreements with 90 local health departments.

For the purpose of protecting deaf and hard of hearing citizens, the Hearing Instrument Consumer Protection Act (225 ILCS 50 see LAWS & RULES in the right-hand column) regulates the sale of hearing aids in Illinois. This law makes IDPH responsible for assessing the competency skills, by examination, of potential hearing instrument dispensers, the licensing of dispensers, responding to consumer complaints/inquiries and assuring dispenser continuing education upon license renewal.

IDPH requires the state's 3,500 swimming facilities to meet water quality and safety standards, including engineering design standards that apply to pools, spas, water supplies, bather preparation areas, and water treatment systems. IDPH enforces these rules and regulations through plan approvals and inspections. IDPH also administers a voluntary certification program for swimming facility operators.
