A bridging firm assists with the preliminary design and development of the request for proposal, working with CDB and the user agency to develop the project scope and performance criteria. CDB then incorporates this information into a request for proposal for design-build teams. The selection process attributes 75% of the weighted selection criteria to technical evaluation factors, such as quality, experience, performance, compliance with project objectives, and 25% of the weighted selection criteria to the total project cost and schedule.

A team of compliance technicians, assistants, and specialists are responsible for the management of these programs. They perform project reviews as required by state regulations, assist prime contractors in locating diverse firms to achieve established participation goals, and offer training for those firms newly prequalified or interested in learning more about CDB projects and procedures.

The Act requires that certain newly-constructed or renovated buildings comply with accessibility standards that guarantee they are safe and readily accessible to persons with disabilities. These standards are known as the Illinois Accessibility Code.

The program’s purpose is the “promotion and preservation of the arts by securing suitable works of art for the adornment of public buildings constructed or subjected to major renovation by the State or which utilize State funds, and thereby reflecting our cultural heritage, with emphasis on the works of Illinois artists.” The works of art created through the program become part of a permanent art collection for the people of the State of Illinois.

These statutes require requests for proposals (RFP) to be published by the CDB and local media outlets. CDB does not approve such postings or have any additional information concerning these projects. Questions about these RFPs should be directed to the local school district or local government entity.

All municipalities with a population of less than 1,000,000 or a county adopting a new building code or amending an existing building code must, at least 30 days before adopting the code or amendment, provide an identification of the code, by title and edition, or the amendment to the CDB.
