Revisions for Division 0 and Division 1 Bid Documents

The Capital Development Board and the Chief Procurement
Office are releasing the revisions bid documents for construction projects at
CDB. Within the Project Manual, Division
0 (Bidding & Contract Requirements) and Division 1 (General Requirements)
have been revised to reduce the amount of pages contained in Division 0 and to
remove redundancies that existed between the divisions. The revised bid documents will be available
on January 1, 2014 for architects and engineers (A/E’s) to use when developing
the Project Manual for bid posting. In
order to allow for a transition into the revised documents, Project Manuals
that are currently submitted for bid document review will not be required to
include the new revisions. For Project
Manual preparation after January 1, 2014, the revised bid documents must be
included in the Project Manual.
Completion of the transition phase: CDB will no longer accept
bid documents after March 1, 2014 that do not include the January 2014 version
of Division 0 and Division 1.
DIVISION 0:
The bulk of the revisions include the reformatting of the
bid forms contained in Division 0. The
previous 00 41 00 bid forms section has been split in several sections in order
to reduce the repeating of all pages for each trade in multiple trade Project
Manuals. The new 00 41 00 section series
include:
00 41 00 – Bid Form:
This section includes the pages for each trade to provide pricing (base
bid, alternates and unit pricing) and the signature block applicable to the
bid.
00 41 01 – Subcontractor/Supplier Requirements: This section includes the page for listing
known subcontractors and suppliers and applicable information.
00 41 02 – Illinois Office Affidavit: This section includes the page for certifying
the use of an Illinois office during construction.
00 41 03 – Veterans Business Enterprise Program
Requirements: This section includes the
pages associated with compliance with Veterans goals. The Veterans goals, if applicable, will be
listed in this section.
00 41 04 – DHR Form PC-2:
This section includes the PC-2, as it has in previous versions of
Division 0.
00 41 05 – Minority/Female Business Enterprise Program
Requirements: This section includes the
pages to indicate MBE/FBE participation.
The MBE/FBE goals, if applicable, will be listed in this section.
00 41 06 – Bid Bond:
This section includes the bid bond form and is unchanged from previous
versions of Division 0.
00 41 07 – Product Substitution Form: This section includes the product
substitution form and is unchanged from previous versions of Division 0.
00 41 08 – This section number is not used and is not
included in Division 0.
00 41 09: Standard
Certifications and Disclosures: This
section includes the certifications and disclosure forms that are required to
be submitted for the Prime Bidder at the time of bid. The forms are also applicable to
subcontractors and suppliers over $50,000 following the Notice of Award
to the lowest responsive and responsible bidder.
DIVISION 1:
Division 1 includes revisions to the Section 01 11 00 Project
Summary. In previous versions of
Division 1, references to items such as MBE/FBE project specific goals and the
pre-bid meeting schedule/location were included in Division 1 as well as in
Division 0. The redundancy of this
information could lead to conflicting requirements in the Project Manual. These redundancies are now eliminated. Therefore, project specific MBE/FBE goals
will now be list only in Division 0, Section 00 41 05. The pre-bid meeting information will now be
listed on in Division 0, Section 00 11 13.
CHANGE IN BIDDING
REQUIREMENTS:
Again, most of the revisions are of a format nature and
these format revisions do not change bidding requirements that bidders should
be accustomed to from previous versions of Division 0 and Division 1. There are, however, two changes in
requirements that bidders should note:
Multiple Building Pricing: Bidders
are not required to provide separate pricing when the project includes multiple
buildings. The reference to this
previous requirement has been removed from the Section 00 41 00 bid form.
Construction Administration Fee: The method of calculating the CAF and how the
amount is listed has significantly changed.
In previous versions of Division 1, the CAF amount was pre-determined by
CDB and listed in the Section 01 11 00 Project Summary as a lump-sum amount for
the bidder to include in the bid. The
awarded bidder was later assessed that CAF amount listed in Division 1. CDB has revised the CAF amount listing. CDB will no longer list a pre-determined
lump-sum amount. Instead, the CAF will
be calculated as 3% of the award (base bid plus any awarded alternates). The amount of the CAF calculated will be
listed on the Notice of Award Letter.
Therefore, it is important that the bidders include in their bid the
amount for the CAF equaling 3% for their base bid as well as for each alternate
bid.
The intent of the revisions to Division 0 and Division 1 is
to reduce the number of pages in the Project Manual bid specifications. This will benefit all parties by reducing the
Architect/Engineer bid document preparation, providing bidders with
easier-to-follow bid forms, and reduce the need for large, multi-page addenda
when only addressing bid form changes.
