Illinois Accessibility Code (71 IAC 400)
The Illinois Accessibility Code implements the Environmental Barriers Act. The Code includes design requirements for public facilities and multi-story housing units as defined in the Code as well as all spaces and elements within them. It has the force of a building code in Illinois. The Code constitutes the minimum requirements and any governmental unit may enact stricter standards to increase access.
Environmental Barriers Act (410 ILCS 25)
Enacted in 1985 and amended in 1996, the Environmental Barriers Act governs physical access for people with disabilities.
2010 ADA Standards for Accessible Design
The 2010 ADA Standards set minimum requirements, both scoping and technical, for newly designed and constructed or altered state and local government facilities, public accommodations, and commercial facilities to be readily accessible to and usable by individuals with disabilities.

The Americans with Disabilities Act of 1990 (ADA) prohibits discrimination and ensures equal opportunity for persons with disabilities in employment, state and local government services, public accommodations, commercial facilities, and transportation and mandates the establishment of TDD/telephone relay services.
