The 21st Century Workforce Development Fund is designed to fill gaps in the current workforce development system, such as funding training programs in underserved communities or helping to produce more skilled workers for rapidly growing business sectors.  Due to its flexibility, it has the ability to pursue innovative new strategies for workforce development and is structured so that it can use funds from state, federal, or philanthropic sources to pursue these priorities.

Sponsored by Representative Will Davis and Senator Mattie Hunter and signed into law by Governor Pat Quinn, this legislation was the first step toward establishing a sustainable funding source for education, skills training, and other workforce development services. These programs are vital in building the 21st Century workforce that is needed for employers and businesses to thrive and for Illinois to have a strong, world-class economy.

The legislation also creates an advisory committee that monitors and ensures that the priorities of the 21st Century Workforce Development Fund are being met and are working for the people and businesses of Illinois.  The committee members were appointed by Governor Quinn in 2012 and includes individuals from the non-profit, public, and private sectors who have experience with workforce and economic development. They represent communities from around the state and provide a regionally diverse perspective on these issues.  The committee is tasked with supporting the Illinois Department of Commerce and Economic Opportunity by reviewing and offering advice on the activities of the Fund.
