Medicaid/Health Plan for Youth in Care
What is managed care?
Managed care is a type of health insurance delivery designed for today's needs and opportunities. With managed care, a health plan organization is responsible for providing Medicaid members with the right care at the right time and place.
Beginning fall of 2018, all DCFS youth will be enrolled in the IlliniCare Health Plan, part of HealthChoice Illinois. HealthChoice Illinois is the State of Illinois’ Medicaid managed care program.
What is a health plan?
A health plan helps manage a member’s health care. Health plans offer a network of doctors, hospitals and other providers who work together to give members the healthcare they are entitled to. And a health plan is selected by the State to be part of HealthChoice Illinois only after it has fully shown its ability to provide this care. IlliniCare will coordinate Medicaid healthcare services for DCFS youths’ physical and behavioral needs.
What is care coordination and why is it important?
Care coordination is when a primary care physician, specialists and other healthcare providers work together with a care coordinator whose mission is to help members one-on-one with their healthcare. Healthcare providers are kept informed of a member’s needs and the services provided, and they assist in finding the right care.
As a member of a managed care health plan, every DCFS youth will have a care coordinator. A care coordinator can assist caseworkers or caregivers in finding services and scheduling appointments.
What do you need to know?
Currently, DCFS and the Illinois Department of Healthcare & Family Services (HFS) – the state’s Medicaid agency – are planning for the implementation of managed care for DCFS. They are working with IlliniCare, private agency providers and other child welfare experts to ensure youth’s needs are prioritized during the implementation of managed care.
This transition will impact current youth in care, foster parents, caseworkers, private agency providers, medical providers and more. This webpage will be a resource for all DCFS stakeholders to learn about the status of the transition to managed care, training and events and frequently asked questions.
