The Department of Natural Resources is requesting Offers (bids/proposals) from responsible Vendors to meet the State's needs. Below is a brief description of our needs with detailed requirements in subsequent sections of this solicitation. If you are interested and able to meet these requirements, please submit an Offer.

Overview:
The State of Illinois, Department of Natural Resources (DNR), will accept proposals from responsible Vendors interested in the concession operation, management, and marketing of North Point Marina (NPM), located in Winthrop Harbor, Illinois, County of Lake.

North Point Marina opened in 1989 and is located on Lake Michigan midway between Chicago and Milwaukee. The protected, secure marina covers 77 acres of land and water and offers 21 docks with 1477 floating slips, ranging in size from 30 to 60 feet, making it the largest marina on the Great Lakes. The slips are leased to recreational boaters on an annual basis. NPM is compliant with the Americans with Disabilities Act (ADA), including an ADA accessible public fishing pier, ADA docks and playground equipment. Amenities for slipholders currently include dock lockers, utilities, cable TV, free Wi-Fi, restricted parking, 24/7 security, and private bathhouses. Day use boaters have access to a ten lane public boat launch ramp including trailer parking. Boating season is generally April 1 through October 31.

Currently, the State operates and manages North Point Marina; offers a club room, transient slips, free launching ramps and staging dock, a fish cleaning station, fishing pier, sand volleyball courts, two public beaches and several picnic areas. On weekends, a free shuttle bus operates to transport visitors/slipholders to and from the Marina to local downtown restaurants, shops and other locations within the Marina. The Marina is also home to a fleet of charter boats, who lease slips from the Department annually. There is a regional rail service (Metra) train station within walking distance of the Marina. A major interstate (I-94) is eight (8) miles west and State Route 173 and Russell Road provide easy access to the Marina.

The Marina includes two undeveloped tracts (0.845 acres +/- and 5.20 acres +/-) overlooking the Marina that are available for development pursuant to the review, approval and oversight of the Department.

A Mandatory Vendor Conference will be held July 27, 2016 at 11:00 am at the North Point Marina Office, 701 North Point Drive Winthrop Harbor IL 60096. See Section 1.5 of the Request for Proposal solicitation document.

REMINDER TO VENDORS SUBMITTING FORMS B

Vendors intending to fulfill certification and disclosure requirements by supplying the State with their Illinois Procurement Gateway registration number, expiration date, and “FORMS B” documents must read this clarification document in its entirety.

VENDORS UTILIZING “FORMS B” MUST BE REGISTERED SPECIFICALLY WITH THE ILLINOIS PROCUREMENT GATEWAY TO BE DEEMED RESPONSIVE TO THIS SOLICITATION.

In order to verify that you are registered with the Illinois Procurement Gateway (IPG) please click on “Registered Vendor Directory” on the IPG homepage (https://ipg.vendorreg.com). Search for your Business Name. If your company does not appear in the search results, then you are not registered in the IPG.

To use FORMS B, vendors must be listed in the “Registered Vendor Directory” as described above and provide a valid registration number with expiration date from the Illinois Procurement Gateway. Please note that it is possible for vendors, who have registered with another government entity (such as the City of Chicago’s Compliance and Certification portal) using the same portal software, to have a registration number and expiration date for a different (non-State of Illinois) application process. Registration information from other government entities will not be accepted.

If the “Registered Vendor Directory” does not list your company, then you must utilize the “FORMS A” option to meet the certification and disclosure requirements of this solicitation. Please submit Forms A with every bid/proposal until the State of Illinois notifies you that your IPG registration is approved and your Business Name appears in the “Registered Vendor Directory” as described above.
