The Department of Natural Resources is requesting Offers (bids/proposals) from responsible Vendors to meet the State's needs. Below is a brief description of our needs with detailed requirements in subsequent sections of this solicitation. If you are interested and able to meet these requirements, please submit an Offer.

The State of Illinois, Department of Natural Resources (Agency), will accept proposals from firms, corporations, partnerships, and individuals who are interested in submitting their qualifications as a prospective concessionaire for the renovation and operation of the Wayne Fitzgerrell State Recreation Area (SRA) Resort which includes, but is not limited to: a hotel/lodge, cabins, boatels, conference center, restaurant, gift shop, boat dock with fuel dispensing station, pool, tennis court and various other amenities, potential businesses, social and recreational activities located in Whittington, Illinois. The Agency is seeking a professional operator for this facility to ensure a high quality level of operation and services to the public.

The previous RFP required the awarded Vendor to remediate mold and re-construct the hotel building and be responsible for future repair and maintenance to all of the buildings/structures within the Resort property, these requirements have since been removed. The Agency shall be responsible for the mold remediation and re-construction of the hotel building and future repair and major/structural maintenance requirements necessary for the proper operation of the Resort facilities.

Overlooking the U.S. Army Corps of Engineers' 19,000-acre Rend Lake Reservoir, Wayne Fitzgerrell SRA is a gateway to Southern Illinois' biggest outdoor playground - a paradise for outdoor recreation for all ages and interests. The park offers outstanding opportunities for hunting, fishing, camping, picnicking, horseback riding, hiking and other outdoor recreational pursuits. The park contains a four (4) mile bike/pedestrian trail that winds through the State Recreation Area. The park also provides ample opportunities for birders, wildlife observers and photographers, fishing tournaments, pleasure boaters, water skiers and anglers. Rend Lake is well-known as an outstanding sport fishery for white and black crappie, particularly in the early spring, as well as excellent fishing for largemouth bass, channel catfish and bluegill. Seasonal hunting programs attract thousands of hunters annually to Wayne Fitzgerrell, which is also a popular destination for sporting dog training field trials. The “Mission” of the Wayne Fitzgerald State Recreation Area Resort is to provide accommodations to ensure a unique, satisfying, recreational experience to current and future generations of park users, provide outstanding accommodations for weddings, family reunions, hunting & fishing trips and all types of celebrations consistent with the terms of IDNR’s lease with the United States Army Corps of Engineers, Secretary of the Army.

The Wayne Fitzgerrell SRA Resort has been closed since mid-December, 2016. It should be noted that this facility is offered “AS IS”. The Agency makes no guarantees or representation in regard to the condition of any of the resort facilities or contents thereof.

A Mandatory Vendor Conference will be held on 08/31/2017 at 11:00 a.m. Please bring all necessary parties (i.e. Architects, Engineers, Contractors, etc.) to the meeting. Mandatory Meeting is expected to take between one to two hours followed by a tour of the Resort facilities, which may take up to 4+ hours. In case of inclement weather, please call the Site Office at 618/629-2320 to verify the Vendor Conference is proceeding as scheduled.


Vendors intending to fulfill certification and disclosure requirements by supplying the State with their Illinois Procurement Gateway registration number, expiration date, and “FORMS B” documents must read this clarification document in its entirety.


In order to verify that you are registered with the Illinois Procurement Gateway (IPG) please click on “Registered Vendor Directory” on the IPG homepage (https://ipg.vendorreg.com). Search for your Business Name. If your company does not appear in the search results, then you are not registered in the IPG.

To use FORMS B, vendors must be listed in the “Registered Vendor Directory” as described above and provide a valid registration number with expiration date from the Illinois Procurement Gateway. Please note that it is possible for vendors, who have registered with another government entity (such as the City of Chicago’s Compliance and Certification portal) using the same portal software, to have a registration number and expiration date for a different (non-State of Illinois) application process. Registration information from other government entities will not be accepted.

If the “Registered Vendor Directory” does not list your company, then you must utilize the “FORMS A” option to meet the certification and disclosure requirements of this solicitation. Please submit Forms A with every bid/proposal until the State of Illinois notifies you that your IPG registration is approved and your Business Name appears in the “Registered Vendor Directory” as described above.
