IL-HTC Application Round 1, 2021

2021 Application Round 1—Dates and Deadlines

Available allocation funds: $7,736,929.75

Each part of the application is required for all Round 1 2021 applicants.

Part S-1 – WebEx virtual workshop

  1. Wednesday, February 24, 2021, 1:30-4:30 pm:  
    • You do not need to register in advance.
    • We encourage people interested in the IL-HTC to attend, even if they are not applying in this round.
    • You may join the event starting at 1:00 pm; staff will be available to troubleshoot connection issues.
    • Click here to join the event
      1. Enter your name and e-mail address
      2. Enter the event password (case sensitive): ILHTC
      3. Click the "Join" button
      4. Connect to the event's audio.

      • SHPO explains the IL-HTC application and the allocation and certification processes.
      • SHPO provides the web link for Part S-2 submission.
      • Each project for which an application will be submitted is required to provide the project's NPS project number and city in the "Chat" to "Everyone."

  2. Wednesday, March 3, 2021: SHPO posts on program website a list of all 2021 Round 1 S-1 attendees and the projects they represent.

Part S-2 – online submittal

  1. Wednesday, February 24, 2021, 10:00 am: Part S-2 website goes live. The 'Submit' button will not be enabled until 10:00am on March 10.
  2. Wednesday, March 10, 2021, 10:00 am: Part S-2 online 'Submit' button activates. 
    • When a complete S-2 is submitted, an automatically generated confirmation email stating the date and time the SHPO received the S-2 is sent to the email address that was entered into the S-2.
  3. Thursday, March 11, 2021, 5:00 pm: Part S-2 'Submit' button deactivates.
  4. Monday, March 15, 2021: SHPO emails all S-2 applicants a list of all S-2 applications, sorted by date and time received, noting any projects removed from consideration due to being absent from the S-1 workshop. The SHPO posts the list on the program website.
  5. Eligible S-2 applicants may prepare and electronically submit their Part S-3s to the SHPO.
      

Part S-3 – electronic submittal (click on the link to the download the form)

  1. Wednesday, March 31, 2021, 5:00 pm: Deadline for applicants to submit their S-3s to the SHPO.
  2. On or before Wednesday, April 21, 2021: SHPO notifies each applicant whether his or her S-3 submission contains any errors and omissions and, if so, what those specific errors and omissions are and how to correct them.
  3. Wednesday, May 5, 2021, 5:00 pm: Deadline for applicants to submit any requested corrections to the SHPO.
  4. On or before Friday, May 21, 2021: SHPO emails each Part S-3 applicant a letter stating whether his or her project has received an allocation in Round 1. SHPO posts on program website a sorted list of Part S-3 applications and their respective allocations and the allocation amount available for the next allocation round.

The five priorities that can be asserted per project are:

  1. The structure must be located in a county that borders a state with a historic income-producing-property rehabilitation credit. Click here to download instructions on how to assert this priority for your project in 2021 Application Round 1.
  2. The structure must have been previously owned by a federal, state, or local-governmental entity for no less than six months. Click here to download instructions on how to assert this priority for your project in 2021 Application Round 1.
  3. The structure must be located in a census tract that has a median family income at or below the Illinois median family income; data from the most recent 5-year estimate from the American Community Survey (ACS), published by the U.S. Census Bureau, shall be used to determine eligibility.   4. The qualified rehabilitation plan must include in the development partnership a Community Development Entity, a low-profit organization, or a not-for-profit organization, as defined by Section 501(c)(3) of the Internal Revenue Code.   5. The structure must be located in an area declared under the federal Robert T. Stafford Disaster Relief and Emergency Assistance Act as an Emergency Declaration (pursuant to Title V of the Act) or Major Disaster Declaration (pursuant to Title IV of the Act). 2021 Application Round 2—Dates and Deadlines
Available allocation funds: $7.5 million plus any unassigned allocations from 2021 Round 1

  • Wednesday, September 22, 2021, 1:30 pm: Part S-1 mandatory online workshop.
  • Wednesday, September 22, 2021, 10:00 am: Part S-2 website goes live.
  • Wednesday, September 29, 2021: SHPO posts Part S-1 workshop attendees and projects represented.
  • Wednesday, October 6, 2021, 10:00 am: Part S-2 online submission activates.
  • Thursday, October 7, 2021, 5:00 pm: Part S-2 online submission deactivates.
  • Tuesday, October 12, 2021: SHPO emails all S-2 applicants whether they are eligible to proceed with Part S-3.
  • Friday, October 29, 2021, 5:00 pm: Deadline for receiving Part S-3 at the SHPO.
  • Wednesday, December 15, 2021: SHPO notifies S-3 applicants of the Round 2 allocation results by email.
