Provider Notice Issued 04/30/2021

Date:   April 30, 2021

To:       All Medical Assistance Program Providers

Re:      Illinois Medicare-Medicaid Alignment Initiative Statewide Expansion July 1, 2021

As noted in the December 16, 2020 provider notice and February 23, 2021 provider notice, the Medicare-Medicaid Alignment Initiative (MMAI) program will be expanding statewide effective July 1, 2021.

The link below to the MMAI Plans by County identifies which health plans will be available for opt-in enrollment, passive enrollment, or both effective upon initial expansion. Passive enrollment means that if a customer does not choose a health plan, the customer will be auto assigned to a health plan.

Customers eligible to enroll in MMAI in the expansion counties may opt-in beginning in June 2021 for a July 1, 2021 effective date. The MMAI passive enrollment implementation for the statewide expansion will be phased in over multiple cohorts. Enrollment materials for the first passive enrollment cohort will be mailed in June 2021 with a September 1, 2021 effective date. Customers currently enrolled in MLTSS under HealthChoice Illinois will not be included in the first or second passive enrollment cohorts. Additional information regarding ongoing expansion activities and updates on which plans are available for the second wave of passive enrollment in the new MMAI counties will be provided at a later date.

Contracting with Participating MMAI Illinois Plans

Providers are encouraged to join the MMAI plan networks as soon as possible to participate in the statewide MMAI program. Contracting is important for timely payment and continuity of care. As a network provider, you will be able to provide care to new and existing Medicare-Medicaid dually eligible customers while benefitting from simpler reimbursement systems and a team-based approach to care. IMPACT enrollment is required for any provider who renders services to Medicaid members for Medicaid covered services through the MMAI program.
