Re:      Coverage of Veteran Support Specialist Services Effective December 1, 2021 per Public Act 102-0043

Per Public Act 102-0043, services provided by certified veteran support specialists may be covered effective with dates of service beginning December 1, 2021. This impacts both the Medicaid fee-for-service and managed care programs.

The Act requires the Department of Healthcare and Family Services (HFS) to recognize veteran support specialists who are certified by, and in good standing with, the Illinois Alcohol and Other Drug Abuse Professional Certification Association, Inc. as Mental Health Professionals (MHPs) as defined in 89 Ill. Adm. Code 140.453.

Veteran support specialists working within a Community Mental Health Center (CMHC) or Behavioral Health Clinic (BHC) may deliver any of the services an MHP is qualified to deliver consistent with 89 Ill. Adm. Code 140.453.  CMHCs and BHCs may seek reimbursement for services rendered by an MHP consistent with the Handbook for Providers of Community-Based Behavioral Services and the corresponding fee schedule.
