Re:      Illinois PASRR Program: Redesign Implementation with State Partner, Maximus, Planned for March 14, 2022

The State of Illinois, Department of Healthcare and Family Services (HFS), has selected a new partner, Maximus, for the fulfillment of the federally mandated Pre-admission Screening and Resident Review (PASRR) process. This transition includes moving PASRR processes to a new web-based management system, AssessmentPro, for admissions to nursing facilities. This critical change will impact all PASRR submissions for individuals applying to, or residing in, Medicaid-certified nursing facilities moving forward from the transition date, including: 

  • The way all PASRR Level I screens will be submitted 
  • The review of all PASRR Level I screens 
  • The completion of PASRR Level II Assessments for Serious Mental Illness (SMI).

 
Illinois Specialized Mental Health Rehabilitation Facilities (SMHRFs) and Supportive Living Programs (SLPs) will also be affected, as changes for these settings are also being made.

Implementation Timeline
The PASRR program transition to AssessmentPro is scheduled to launch on Monday, March 14, 2022. A new PASRR-related service, Follow Up Visits, will roll out 30 days later.

A subsequent go-live date of Monday, April 18, 2022 is planned for the new screening and assessment process for SMHRFs and SLPs. 

Reasons for the Change
HFS made the decision to seek out a new PASRR partner for several key reasons, including:

  • Creation of a more consistent Level I process
  • Centralization of PASRR, SMHRF, and SLP screenings and assessments, and Follow-Up Visits reporting into one system, increasing efficiency, timeliness, and ease of use 
  • Increased compliance with federally mandated PASRR guidelines

 
Expected Changes to Existing PASRR-Related Processes
This transition will shift responsibilities and management for PASRR Level I screening reviews and PASRR Level II – Serious Mental Illness (SMI) assessment processes to the Maximus Assessment Team. As part of this migration, steps are being taken across the


State's existing PASRR workflows to better align processes, using the assessment management system, AssessmentPro. Completion of PASRR Level II – Developmental Disability (DD) assessments will remain unchanged.   

PASRR Redesign and Choices for Care Consultations
Note that Choices for Care consultations will still be completed as a state requirement, but the workflow is being aligned with the redesigned PASRR process. 
 
System Training Details Coming Soon
Stakeholders whose roles involve the submission of PASRR Level I screenings and receiving subsequent completed Level II assessments, as appropriate, will be contacted soon by Maximus, via email. These communications will include registration details for a series of upcoming training webinars planned for the next several weeks, leading up to the March 14 PASRR transition date.
