Rate Increases Effective July 1, 2022, per Public Act 102-0699

Pursuant to PA 102-0699 the Department of
Healthcare and Family Services (HFS) is increasing rates for Supportive Living
Program (SLP) providers effective July 1, 2022.
These rate increases are the result of new funding being added to the
nursing facility per diem rates effective for the same period.
SLP provider rates remain at 54.3% of the
average nursing facility rate within specific geographic regions. Certified SLP
Dementia Care Setting rates are set at 127% of the approved rate for the SLP
services in each region. Since there is new funding being added to the nursing
facility per diem rate, associated SLP rates will also be affected. Components
of the nursing facility rates that have been affected by the transition to a
new payment system utilizing the federal Patient Driven Payment Model (PDPM)
effective July 1, 2022, include:
- A $7 per day increase to the nursing component base rate.
- Raising all regional wage adjustors to 1.06.
- A $4 per day increase for nursing facilities that provide at least 70% of their care to individuals paid through Medicaid.
- A per diem add-on payment ranging from $9 - $38 to providers that staff their buildings between 70% and 125% of the STRIVE based targets.
Regional average rate
increases may vary depending upon the previous regional wage adjustor, percent
of Medicaid paid nursing facility residents within the region, and individual
nursing facility performance on meeting STRIVE based staffing targets.
Add-on payments to
nursing facilities for the quality incentive pool and the certified nurse
assistant (CNA) wage scale incentives are not included in the July 1, 2022,
rate increases for SLP providers. Inclusion of these payments will require
approval by the federal Centers for Medicare and Medicaid Services (CMS)
through an amendment to the 1915(c) Home and Community-Based (HCBS) SLP waiver.
Since the SLP waiver is currently in the process of being renewed, a waiver
amendment cannot be filed until the current waiver renewal is approved by
federal CMS.
