Re: Administrative Claiming and Intergovernmental Agreement for Maternal and Child Health Programs

This notice informs providers that the Illinois Department of Healthcare and Family Services (HFS), Bureau of Program and Policy Coordination (BPPC), is resuming Medicaid administrative claiming for enrolled Local Health Departments (LHDs) for Maternal and Child Health (MCH) programs, including Family Case Management (FCM), High Risk Infant Follow-Up and the Better Birth Outcomes programs.
Federal Medicaid regulations allow LHDs to recoup a portion of their actual costs for MCH services for Medicaid-enrolled clients, as long as those costs are greater than their Illinois Department of Human Services (DHS) grant funding. HFS' administrative claiming program existed for many years for FCM, but it has been updated to include other programs pertaining to Maternal and Child Health.
This is an opportunity for LHDs to expand their funding for services that they already provide; however, participation is not mandatory. All participating LHDs must sign an updated Intergovernmental Agreement (IGA) to be able to submit claims.
The new Intergovernmental Agreement (IGA) has been approved and is available on the Family Case Management (FCM) and Other Maternal Child Health (MCH) Programs webpage. If you wish to begin claiming for administrative costs, your LHD will need to complete the form and send it back to HFS through the designated mailbox: HFS.BPPC.LHDClaim@illinois.gov.
