IDES’ Apprenticeship Information Center Program (AIC), in conjunction with the federal ApprenticeshipUSA Initiative, provides assistance for employers seeking apprentices in accelerator programs in addition to traditional Apprenticeship positions. Apprenticeship is a combination of on-the-job training and related instruction in which workers learn the practical and theoretical aspects of a highly skilled occupation. Apprenticeship programs can be sponsored by individual employers, joint employer and labor groups, and/or employer associations.

In addition to traditional apprenticeship programs, ApprenticeshipUSA, Accelerator programs are being planned for: Advanced Manufacturing, Construction, Energy, Financial Services, Healthcare, Information Technology, and Transportation & Logistics. Employers and Trades can be among the key stakeholders in order to plan successful ApprenticeshipUSA Accelerators by becoming one of ApprenticeshipUSA LEADERs.

Illinois Highlights IDES Apprenticeship Program Partners:
  • IDES supports the Illinois Department of Commerce and Economic Opportunity (DCEO’s) Illinois workNet Center and the Illinois Community College Board (ICCB) in the steps they are taking in developing new apprenticeship opportunities in conjunction with Illinois High School Districts. This Program is called Illinois Pathways, an innovative State of Illinois-led STEM (Science, Technology, Engineering and Mathematics) initiative designed to empower students to explore academic and career interests, develop skills, and access employment in careers in sectors where there will be a demand for talent.

  • IDES supports non-trade union apprenticeship opportunities by partnering with ABC of Illinois (Associated Builders and Contractors, Inc).

  • IDES supports Chicagoland trade union apprenticeship opportunities by partnering with CISCO (Construction Industry Service Corporation) as well as individual trade unions statewide (see list of trade occupations below) to provide training opportunities for apprenticeship candidates seeking trade union positions.

  • IDES further seeks to establish and support new apprenticeship opportunities, such as pre-apprenticeship (e.g. Chicago Women In Trades), as established by the Workforce Innovation and Opportunity Act (WIOA), which includes the U.S. Department of Labor (DOL) in coordination with the U.S. Departments of Education (ED) and Health and Human Services (HHS), working diligently to ensure that states, local areas, other grantees, and stakeholders work together to promote ApprenticeshipUSA.

Apprenticeship Education in Illinois

There are 48 community colleges on the map of Illinois and there are 100 public high school districts. Reach out to one of them to assist you in developing curriculum for your company’s apprenticeship program. Harper College in Palatine, IL is the only community college in the state set up as the Program Sponsor of Registered Apprenticeship Programs.

This means Harper College will handle compliance issues and register the apprentices with the Department of Labor which allows your company to focus on your business. The Harper College Apprenticeship Program has a structure in place to provide the educational component of the apprenticeship program and can even help guide the on-the-job learning as well. As a grantee of the American Apprenticeship Initiative, Harper College will share their program with any other community college interested in providing the education piece for apprentices.

Harper College will work with you in establishing a curriculum that fits your business and provide mentoring. Harper College works with high school students from Pathway Programs along with the help and coordination of developing talent from 3 Illinois High School Districts composed of twelve (12) local high schools, forming the NECSS, or Northwest Educational Council for Student Success:

Harper, in coordination with their affiliated high school partners, work together in following the five core components set up by the US Department of Labor for a Registered Apprenticeship Program:

  1. Employer Driven Curriculum: Employer requirements serve as the foundation of apprenticeship program curriculum 2.
  2. On-the-job Training: Expert trainer/mentor offers hands-on experience to future employees. 3.
  3. Related Instruction: Apprentices receive relevant courses on campus. 4.
  4. Rewards for Skills Gained: Apprentices hired by employers receive increased wages as skills are developed. 5.
  5. National Credentials Earned: Registered Apprenticeship programs result in a nationally recognized credential – a 100% guarantee to employers that apprentices are fully qualified for the job.
