​​Edwin R. Bowen | Chief of Staff

Edwin R. Bowen was named chief of staff effective June 22, 2015.  He most recently served as executive assistant to the director. 

Bowen is a veteran in the field of corrections, having begun his career in 1988 at Hill Correctional Center as a corrections leisure activity specialist I. He transferred to Graham Correctional Center in that position and was later promoted to correctional counselor II in 1990, with duties including reception and classification; and mental health, sex offender and drug treatment programs. He was promoted to record office supervisor at Vandalia Correctional Center in 1993 and was later promoted there to assistant warden of programs and assistant warden of operations. Bowen was named warden of Centralia Correctional Center in 1999 and served in that capacity until 2005.

Returning to the field of corrections in 2009, he was appointed superintendent of Taft Youth Development Center under the State of Tennessee’s Department of Juvenile Justice (DJJ). Taft served as a hardwire secure juvenile facility, housing students who had committed three felonies or more or had been disrupted from another DJJ facility. The facility was closed due to budget cuts in 2012.​​​​

In addition to Bowen’s corrections experience, he held positions as production supervisor for the world’s largest producer of plastic containers and vice president of business operations for a commercial roofing company. He also served as director of facilities for Kaskaskia Community College.

Bowen has previously served or is serving on a number of community boards and committees, including the Bond County Board of Supervisors, Southwestern Illinois Planning Commission, Southern Illinois Law Enforcement Commission, Fayette County YMCA, Sequatchie Valley Area Health Council and Kaskaskia College Administration of Justice Advisory Board.

He holds an associate in applied science in administration of justice from Kaskaskia Community College and a bachelor of science in administration of justice from SIU-Carbondale. Bowen is also a member of the American Correctional Association, American Jail Association and United States Deputy Warden’s Association.
