Preparedness and Response (PAR) Grant Program

​The PAR Grant Program helps enhance statewide emergency preparedness and response for state agencies, public universities, units of local government, and statewide mutual aid organizations.

  1. Funding Information

    IEMA administers the PAR Grant Program pursuant to 20 ILCS 3305/5(j). Appropriations to IEMA for compensation to local governments, state agencies, statewide mutual aid organizations, and public universities shall not exceed $5,000,000 for state fiscal year 2020.

    IEMA shall provide grants to sub-award recipients for expenses relating to implementation of unmet homeland security needs to enhance statewide emergency preparedness and response.

    A grant agreement is to be executed by both IEMA and the head of the entity to which the grant is awarded. Payment of funds in reimbursement form shall be made in accordance with the executed grant agreement.

  2. Eligibility Information

    Local government, state agencies, public universities, and statewide mutual aid organizations that incur expenses relating to homeland security needs for emergency preparedness and response activities are eligible to participate in the PAR Grant Program.

  3. Application and Submission Information

    All projects are submitted to IEMA as requested by the Illinois Terrorism Task Force (ITTF). All projects are based on risk-driven, capabilities-based strategic plans that outline high-priority needs relating to terrorism preparedness. In Illinois, projects are prioritized that support a regional and statewide preparedness effort to ensure standardization across the state. The ITTF, as the governor’s homeland security policy body and serving in the capacity of the grant-required Senior Advisory Committee (SAC), will ensure that efforts are made at the strategic level and that funding decisions will be made as a result of gaps in and maintenance of the Illinois Homeland Security Strategy. IEMA works in cooperation with the ITTF.

  4. Application Review Information

    IEMA will award the amount of each grant based on the sub-award recipient’s approved request to the Illinois Terrorism Task Force.


  5. Award Administration Information

    Participating applicants shall submit to IEMA each year a grant application for the purpose of approving the amount of the grant award. The grant application shall be submitted on forms provided by IEMA. The application package must be submitted through IEMA. Due dates are different each fiscal year, dependent upon the enactment of the state funding appropriation, but generally shortly after May 31st of each year.
