What is the sales tax rate for personal grooming and hygiene products?

Personal grooming and hygiene products are taxed as general merchandise (high rate), regardless of whether they make a medicinal claim. If such a product is sold as a result of a prescription, it is taxed like medication (low rate). See Illinois Administrative Code, Title 86, Section 130.311 for additional information.
