The Illinois Department of Central Management Services (CMS) is issuing a solicitation to seek competitive proposals to sell the James R. Thompson Center (JRTC) located at 100 West Randolph Street, Chicago, Illinois 60601.
CMS is issuing this Request For Proposals (RFP) pursuant to Section 7.4 of the State Property Control Act, 30 ILCS 605/7.4, enacted by Public Act 100-1184 which was signed by Governor JB Pritzker, as amended, and other applicable provisions of Illinois Law. Public Act 100-1184 also created Section 1-35 of the Illinois Procurement Code, 30 ILCS 500/1-35, which exempts procurements related to the sale of the Property, including this RFP, from the requirements of the Illinois Procurement Code, provided that it is conducted substantially in accordance with the requirements of the Illinois Procurement Code.
CMS is issuing this RFP to prospective Developers interested in submitting proposals. CMS will utilize its staff to negotiate and execute the disposition of the JRTC and does not intend to utilize any brokerage services. Proposers must comply with the terms of this RFP during the procurement and in their proposals. CMS, in its discretion, may reject and not review or consider unsolicited or nonconforming proposals.

All proposals must be submitted in the format identified in the solicitation by no later than August 16, 2021 at 3:00p.m. Central. Late proposals will not be accepted. Vendors should not direct questions or discuss this solicitation with any State of Illinois employee other than the identified solicitation contact. All questions must be directed in writing to
