Unfortunately, the Corona virus outbreak has impacted our ability to responsibly predict whether we will be safe to gather together by May 4th, 2020.   At last count on March 23rd we have over 200 people signed up for the Symposium for Solutions. By May 4th, we anticipated over 350 people would be attending the Symposium. All are individuals who share concerns regarding the lack of psychiatric and residential treatment for Illinois's youth with severe and intensive behavioral health conditions. This issue remains one of great concern to all of us. It is for that reason we are not canceling the Symposium instead we are rescheduling it to this Fall. Please check our website for updates on date and location. Thank you for your patience as we all cooperate to promote a return to wellness.




We are responsible for identifying and addressing barriers facing parents, professionals and providers when trying to get needed services and programs for individuals, through the age of 21, with a behavior disorder or a severe emotional disturbance and their family.

What We Do

  • Technical Assistance : The staff provide technical assistance to families, service providers, educators and other professionals to help plan for and implement appropriate, effective services for children with severe emotional disturbances and behavior disorders (SED/BD), in Illinois.
  • Dispute Resolution : The staff and the board help in resolving service disputes that arise between agencies and parents when there is no clear statutory responsibility among state agencies for an appropriate plan of services for a child.
  • Service Plan (PDF, 4.9 MB) : The staff and the board plan for a more effective statewide system for children in Illinois.
