As a cabinet member of Illinois Governor Bruce Rauner's administration, Hardik is the Secretary designate of Department of Innovation and Technology and the State CIO. Hardik leads 1,700 IT employees and over $1B of budget, including a P&L, for digital transformation of Illinois Government.

Hardik was Senior Director with Cisco and led Global market development of Internet of Everything for public sector. He worked with Mayors, Governors and Prime Ministers around the globe to extract value by connecting public assets.

Prior to that, Hardik was the CIO for the City of Chicago and Commissioner for Department of Innovation and Technology. Hardik built and led the Smart Chicago program, which is considered a national model.

Prior to that, Hardik worked with Oracle Corporation in the US and Tata Consultancy Services (TCS) in India.

Hardik is an investing member of Hyde Park Angels, an angel investment partnership. He is also on the board of a Uno Charter School Network. He also serves as an advisory board member for Illinois Treasurer's Technology and Innovation investment Fund.

Hardik received an MBA from Northwestern University's Kellogg Graduate School of Management, a Bachelor's degree in Computer Science from India.

Mike WonsChief Technology Officer

 

Mike Wons joined the State of Illinois in 2015 as the first state-wide Chief Technology Officer (CTO). Focused on establishing and implementing the Illinois "FIRST" strategy for shaping the future of Technology and Innovation across Illinois, Mike leads all aspects of strategic technological execution by: setting priorities for enterprise systems/software and infrastructure, evaluating current and future technologies, and most importantly, accelerating the execution of our strategy by launching new innovative solutions at a rapid pace.

Most recently, Mike spent the last six years as President and CEO of CellTrak Technologies, a leading provider of mobile point of care solutions for healthcare professionals across the US, Canada and the UK.

Prior to that, Mike launched the Public Safety Systems Division for Federal Signal Corporation and served as VP and GM of that $200M Global Business. Mike also served as CTO for the Financial and Healthcare Services business vertical for Microsoft and was CIO for Waste Management's largest business unit focused on environment services, business growth and expansion globally.

Mike has a diploma in Management from Aurora University, a Bachelor of Arts Degree from Governors State University and completed his Masters Education as a graduate of the Kellogg Management Institute (KMI) at Northwestern University's Graduate School of Management. All leading Illinois Educational institutions.

Jonelle BrentChief Administrative Officer

 

Jonelle has served as Chief of Staff for BCCS since December 2011 and has also served intermittently throughout her tenure as BCCS Acting Deputy Director. In addition to serving as Chief of Staff where she provides confidential advice to the Secretary and functional oversight for DoIT operations and integration of activities, she oversees and provides direction to the Human Resources, Legal, and Procurement offices. She also coordinates with CMS/BEP to manage vendor Business Enterprise Program (BEP) goals.

Prior to joining BCCS, Jonelle served as Bureau Chief overseeing Weights and Measures at the Department of Agriculture. She has more than thirty years of state government experience and brings a wealth of knowledge in management administration, budgeting and accounting and project management.

Tyler ClarkChief of Staff

 

Tyler comes to DoIT from the Governor's Office where he served as the Governor's Senate Liaison in the Office of Legislative Affairs, responsible for advising the Governor on legislative issues, representing the Governor before the Illinois Senate, and supervising a team of liaisons across a variety of State agencies. Before joining the Administration, Tyler was an analyst for the Illinois Senate, advising the Senate Republican Leader on public policy issues relating to tax policy, local government, and economic development.

Tyler earned his bachelor's degree from Illinois State University and is completing a master's degree in public administration at the University of Illinois at Springfield. He lives in Chicago.

Kirk LonbomChief Information Security Officer

 

As CISO, Kirk works closely with Agency Directors, Agency CIOs/CISOs, and the Illinois Cybersecurity community. He is an advocate for the State's total information security needs and is responsible for the development and delivery of a comprehensive information security strategy to optimize the security posture of the state. Kirk leads the development and implementation of our state's security program by leveraging state-wide resources, facilitating information security governance, advising senior leadership on security direction and resource investments, and designing policies to manage information security risk.

Prior to coming to BCCS/DOIT Kirk served as CIO of the Illinois Emergency Management Agency where he provided technology systems, infrastructure and services for the Illinois Statewide Emergency Operations Center and led the modernization of technology applications, infrastructure and responder utilized devices for disaster mitigation, preparedness, response and recovery programs and activities. Prior to that, Kirk spent twenty years at the Illinois State Police where he culminated his career as Assistant Deputy Director/Deputy CIO. Kirk brings a broad base of strategic and tactical analytical intelligence experience to his current role.

Prasad Alavilli full length picture

Prasad AlavilliChief of Enterprise Applications

 

Prasad leads the Statewide Applications and Enterprise Governance teams to rapidly modernize more than 2,500 applications; replacing about 600 of them with a back office Enterprise Resource Planning (ERP) application. Prasad will provide the strategy and architectural foundation for application modernization and the adoption of SMAC (Social, Mobile, Analytics and Cloud) solutions towards making the State of Illinois a smarter State. Strategy will be driven by a solid business case and effective use of technology, enterprise architecture standardization and enterprise portfolio management.

Before joining the Statewide role in May 2015, Prasad was briefly at the Illinois Tollway where he led the Strategic Initiatives division in the Executive Department. Prior to that, Prasad worked in Information Technology for almost eighteen years at Oracle Corporation. He has held various leadership roles; led a Consulting Practice and an IT Portfolio for US Central & Eastern Canada, where he managed a diverse portfolio of technology projects and client-relationships across various private sector industries. Prasad has a Master of Science (M.S) in Engineering from Michigan State University.

Marian CookChief Strategy Officer – Enterprise IT

 

Marian moved to public service in 2015. She started as a Systems Engineer with IBM, reengineering processes, implementing systems and creating business and technology strategies. Moving to international consulting firms, she worked globally developing business growth and turnaround strategies. In management, she turned around troubled business units and founded new consulting practice areas. She successfully founded her own management and technology consulting firm, then moved to the client side as a technology and strategic alliance executive. Overall, she has held multiple senior executive roles, including CEO and CIO, across industries and company size.

Gary CromptonChief of Enterprise Infrastructure

 

Gary has 35+ years of experience leading IT and infrastructure efforts for major companies including IBM, Siemens, and Memorial Health System. His background covers Technical roles, Hardware & Software Development, Project Management, Global Data Center Managed Services, and various levels of Executive Management.

Gary has assumed responsibility for the daily operations of running our state's Data Center and in this role will lead all aspects of our computer operations and infrastructure. Gary resides in Mechanicsburg, Illinois with his family and is active in the Springfield community.

Lori Sorenson full length image

Lori SorensonChief of Network Operations

 

Lori serves as Chief Network Officer and is responsible for the State of Illinois telecommunications, end user computing, service desk and network operations including the Illinois Century Network (ICN), a statewide open access broadband network serving nearly 6,000 schools, libraries, colleges, universities, health care, government, and community service organizations. The Illinois Century Network was awarded a $96 million BTOP infrastructure grant to build a 2,000 mile fiber network connecting more than 3,700 community anchor institutions.

Lori has more than 19 years' experience with the State of Illinois working in telecommunications, networking, and customer support. She earned her Masters of Business Administration at the University of Illinois Springfield and Bachelor of Science degree at Illinois State University.
