Open Data

There is established, pursuant to Public Act 98-0627, an open operating standard to be known as "Illinois Open Data" for the State of Illinois. Under this open operating standard each agency of State government under the jurisdiction of the Governor shall make available public data sets of public information. Any unit of local government may adopt the State standard for itself. To implement this Act the Office of the Governor may, by rule, establish policies, standards and guidance as required by the Act.

In order to implement the open operating standard, the State Chief Information Officer (CIO), on behalf of the Office of the Governor, is soliciting public input. The proposed Technical Standards Manual required by PA 98-0627 is linked here as a public document to be edited collaboratively. To contribute, you will first need to create an Illinois Public ID. Illinois Open Data Portal

The Open Data Portal is a clearinghouse of various data sets in a standard format that is readable by virtually all computer systems. Its purpose is to increase access to public data or the data used in the operations of government, and to make it accessible to the citizens of Illinois in a conventional method.

The purpose of this effort is based on the goals of governmental transparency and achieving citizen involvement in deriving solutions to the problems in government. The goal is for the Open Data Portal to encourage innovative thoughts, ideas and plans in order to generate improvements in government that can be realized in areas such as improved services, identification of economic barriers and much more.

Open Data Legal Policy

The use of public data provided under the Open Operating Standards Act (Public Act 98-0627) is subject to the following:

  1. Public data sets made available on the web portal are provided for informational purposes only. The State does not warranty the completeness, accuracy, content or fitness for any particular purpose or use of any public data set made available on the web portal, nor are any such warranties to be implied or inferred with respect to the public data sets furnished under PA 98-0627.
  2. The State is not liable for any deficiencies in the completeness, accuracy, content or fitness for any particular purpose or use of any public data set or any third party application utilizing such data set.
  3. Nothing in PA 98-0627 shall be construed to create a private right of action to enforce its provisions.
  4. All public data sets shall be entirely in the public domain for purposes of federal copyright law.
