Function of the Prisoner Review Board

The Prisoner Review Board conducts several types of hearings pursuant to its statutory responsibilities. 

These include:

Indeterminate Parole Hearings or “En Banc” Hearings – for individuals in custody who were sentenced for crimes committed prior to 1978.

Revocation Hearings – for individuals who are on parole or mandatory supervised release (MSR) who are alleged to have violated the terms of such release.  The PRB also sets the terms for parole and MSR as individuals are released from Illinois Department of Corrections facilities.

Early Discharge Reviews – for individuals who are on mandatory supervised release (MSR) who are seeking early discharge from MSR.

Joe Coleman Act/Medical Release Hearings – for individuals in custody suffering from a terminal illness or medical incapacitation to apply for early release.

Youthful Parole Hearings – for certain individuals who were convicted of offenses before the age of 21.

Clemency Hearings – the PRB hears petitions and makes recommendations to the Governor regarding commutation and pardon requests.

The Board also has a dedicated Victim Notification Unit (VNU), which provides notice and opportunity to submit victim statements to registered victims.  The Victim Services Unit also answers questions that victims may have about the Board’s processes.

The Board performs other duties as prescribed by statute (730 ILCS 5, Article 3).
